If I had to guess, the TV value of basketball goes something like:
Tier 1: ACC/B1G
Tier 2: SEC/BE/B12
Tier 3: P12/AAC
Tier 4: A10/WCC
Tier 5: Occasional 2 bid mid-majors
Tier 6: Low majors (almost exclusively online streaming)

Rights are done for football and basketball. The main value is football. So, looking at the payouts. Pac-12 and the AAC are not the same.
