Both announced they would move in 2014 and Horizon League and CAA said they wouldn't allow the moving teams to compete for championships during 2012-13. Fortunately, A10 worked with them and allowed them to move a year early to avoid a "dead" year for each in their respective conferences. If, say, Dayton, SLU and Creighton (if it doesn't move this year) announce this year that they're moving in 2014, I wonder how the A10 and the MVC will treat them in that interim year and whether it might not force an early move as happened with Butler and VCU.

The A10 will do nothing. It is very bush league to do that. The A10 is letting both Temple and Charlotte compete in the tourney this year even though they announced before the season it would be their last year. The BE isn't punishing any of the schools leaving and the ACC isn't punishing Maryland.

Really only conferences that typically get one bid do stuff like that. They do not want their one bid going to a team that won't be in the conference the following year.

Xu95 is right actually the A-10 is a pretty classy league and it just let Temple and Charlotte stay in for this year after they stated they were leaving. I am sure they will do it again, lets face it A-Ten also wins with having more good teams go to the tourney...Afterall they get to keep the credits when everyone leaves.
